FTSE Russell Reclassifies Nigeria to Frontier Market Status

The Federal Government has welcomed the decision by global index provider FTSE Russell to reclassify Nigeria’s capital market from “Unclassified” to “Frontier Market” status.
The reclassification will take effect from the opening of trading on Monday, September 21, 2026, according to the Federal Ministry of Finance.
Nigeria’s return to the global Frontier Market universe comes nearly three years after the country was excluded in September 2023 due to persistent challenges relating to capital repatriation, foreign exchange liquidity and execution, which affected the accessibility of the Nigerian market to international investors.
The Ministry said the latest decision reflects sustained improvements in foreign exchange liquidity, capital repatriation and market accessibility, as well as the cumulative impact of the Federal Government’s macroeconomic and structural reform programme.
It described the reclassification as an important validation of Nigeria’s reform trajectory and a significant foundation for the next phase of capital market development.
The Ministry said the development sends a strong signal to international investors that Nigeria’s capital market is increasingly open, orderly and accessible.
It added that the achievement was the result of sustained efforts by government and private-sector stakeholders to restore confidence in the Nigerian economy.
“ We see this as a milestone, not a destination. Our ambition remains to build a capital market that is deep, liquid and competitive enough to earn Emerging Market status in the near term,” the Ministry stated.
The Federal Ministry of Finance commended the Securities and Exchange Commission (SEC), Central Bank of Nigeria (CBN), Nigerian Exchange Group (NGX), Central Securities Clearing System (CSCS), capital market operators and other stakeholders for their collaboration in securing the reclassification.
According to the Ministry, their coordinated efforts in regulatory reforms, modernisation of market infrastructure and investor engagement were critical to restoring Nigeria’s position among global index providers.
Looking ahead, the Federal Government reaffirmed its commitment to working with market regulators and institutions to deepen market liquidity, broaden participation and strengthen investor protection.
The Ministry said these measures are aimed at positioning Nigeria’s capital market for eventual progression to Emerging Market status.
It further assured that the government would continue to support policies designed to improve the depth, transparency and global competitiveness of the nation’s capital market as a key component of its broader economic transformation agenda.
